PROPOSED ANNUAL PLAN FOR FISCAL YEARS 2026-2027


Section 511 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA), Pub. L. 105–276 created the requirement to submit Five-Year and Annual Public Housing Agency (PHA) Plans by all PHAs administering the Public Housing and/or Housing Choice Voucher (HCV) programs. Consistent with HUD planning requirements, the Los Angeles County Development Authority (LACDA) has prepared a draft Annual Plan for Fiscal Year (FY) 2026-2027, following completion of the Five-Year Plan in the previous year, for public review and comment.

The Annual Plan provides information on the LACDA’s progress in meeting the goals outlined in its 5-year Agency Plan, major program policies, and financial resources for both the Housing Authority Conventional Public Housing and Section 8 Tenant-Based Programs.  Additionally, the Annual Plan updates information on housing needs, housing strategies, and other program and management data.

Included in the LACDA’s Annual Plan are the following attachments: Annual Plan, Executive Summary of proposed changes, the Admissions and Continued Occupancy Policy for the Public Housing Program, and the Section 8 Tenant-Based Program Administrative Plan.

You are invited to review and comment on the LACDA’s Agency Plan for Fiscal Year 2026-2027 during a 45-day public review and comment period extending from December 31, 2025, through February 14, 2026.

Additionally, the public hearing on the Agency Plan for the Public Housing and HCV programs will be held before the LACDA Board of Commissioners on:

The LACDA’s Five-Year and Annual Public Housing Agency Plans advise HUD, its families, and members of the public about the LACDA’s missions, goals, and its progress for serving the needs of target populations and economically disadvantaged families.  

The Five-Year Plan details the LACDA’s long-range goals and objectives for achieving the mission over the subsequent five years while the Annual Plan provides details about the LACDA’s yearly strategies and progress for accomplishing its goals for the upcoming fiscal year.  To review the LACDA’s plans, please see the link below.

Under HUD regulation, a Public Housing Agency (PHA) is responsible for establishing and maintaining a utility allowance schedule that provides reasonable allowances for tenant-paid utilities and appliances, which are used in calculating the gross rent of a unit. The utility allowance is intended to enable participating families to pay typical costs for utilities and services paid by energy-conserving households occupying units of similar size and type in the same locality. 

In calculating the gross rent for units leased under the HCV Program, as well as the Housing Assistance Payment (HAP) for which the family qualifies, a PHA must consider not only the contract rent that is paid to the owner, but also the anticipated cost of any utilities that the tenant family is required to pay. Payment of bills for tenant-paid utilities is the responsibility of the family, and any interruption or termination of utility services because of the family’s failure to pay is considered a breach of the family’s obligations under the HCV Program.

The utility allowance and appliance provisions listed in the tenancy lease agreement are incorporated into the HAP contract. Any time a change is made in the responsibility for payment of utility expenses, the owner and the tenant must report the change to the PHA so that the contract rent and the utility allowance can be adjusted accordingly.

VAWA provides protection for victims of domestic violence, dating violence, sexual assault, or stalking. VAWA protections are not only available to women, but are available equally to all individuals regardless of sex, gender identity, or sexual orientation. You don't have to be married or living with the abuser to be protected by VAWA. These protections cover tenants as defined under applicable program regulations, as well as applicants when they are applying for admission to a housing program.

In accordance with Federal, State and local law, the Los Angeles County Development Authority (LACDA) will provide meaningful access to its programs and activities to persons with Limited English Proficiency (LEP) and undertake reasonable efforts to provide or arrange free language assistance for LEP applicants or participants of the Housing Choice Voucher Program and all other rental assistance programs administered by the Housing Assistance Division.
