Community Development Block Grant – Disaster Recovery

The California Department of Housing and Community Development (hereinafter “Department”) is the lead and responsible entity for administering the Community Development Block Grant – Disaster Recovery (hereinafter “CDBG-DR”) Program funds appropriated under Public Law 115-123 and allocated to the State of California by the U.S. Department of Housing and Urban Development (hereinafter “HUD”).

CDBG-DR supports the State of California’s recovery needs related to the Federal Emergency Management Agency’s Major Disaster Declaration DR-4344 in October 2017 and DR-4353 in December 2017/January 2018. CDBG-DR Multifamily Housing Program (hereinafter "DR-MHP") projects are funded to meet the unmet rental housing need, including the needs of individuals displaced from rental homes and individuals who became homeless as the result of the disasters.

HCD made approximately $250 million available for the DR-MHP to provide funding for the rehabilitation, reconstruction, and/or new construction of affordable multifamily housing in designated areas impacted by the wildfires in 2017 and 2018.  The Los Angeles County Development Authority (LACDA) is a subrecipient of DR-MHP funding from HCD.  The LACDA was awarded a total DR-MHP Allocation of $3,298,996.00.  The LACDA selected the Agave project, located at 2052 Lake Avenue, Altadena, CA 91001 consisting of 57 affordable housing units. Below is the Department’s Contract Report listing the project partially funded with DR-MHP funds and the loan agreement for the Agave project (fka 2052 Lake Avenue).
