County Encourages Full Federal Funding For Housing and Community Development Programs

August 27, 2026 – The Los Angeles County Development Authority (LACDA) is proud to once again participate in the August Advocacy campaign led by the National Association of Housing and Redevelopment Officials (NAHRO). This annual effort brings together housing and community development agencies nationwide to raise awareness, create positive change, and engage with lawmakers.

Timed during the Congressional August recess, this coordinated letter writing effort amplifies the impact Federal funding makes in communities nationwide. As the second largest Public Housing Agency in Southern California, the LACDA receives nearly 70% of its funding from the Federal government and recognizes the importance of voicing the needs of the County’s underserved communities by establishing and nourishing strong relationships at the Federal level.

The LACDA joins other NAHRO members to encourage Congress to provide full funding for housing and community development programs such as:

Public Housing Capital and Operating Funds which provide low-income or disabled families and seniors affordable, safe, and sanitary housing;

Section 8 Housing Choice Voucher which gives formerly homeless persons, families, and seniors the ability to afford private market housing units suitable for their needs;

HOME Investment Partnerships which is the largest Federal investment to support the development and preservation of affordable housing; and 

Community Development Block Grant (CDBG) which supports the construction of public facilities, neighborhood improvements, public services such as afterschool programs and homelessness prevention, and economic development and recovery programs.

Advocating against funding reductions or full eliminations of these vital programs is a priority for the LACDA. The agency uses these resources to provide housing stability for over 30,000 families with limited means participating in its subsidized rental housing programs. Additionally, as the administrator of the largest CDBG Urban County Program, the LACDA works with non-profit community-based organizations, County agencies, and participating cities, to aid in preventing neighborhood deterioration, strengthen economic development, fund community facilities, and assist urgent needs due to natural disasters.

Reductions to these programs will affect families and local economies. In fact, even level funding acts as a cut to these programs when considering inflation and rising costs. As a NAHRO member, and champion for the preservation of these valuable resources, the LACDA will continue to advocate for responsible funding for the U.S. Department of Housing and Urban Development programs in Federal Fiscal Year 2027 and oppose cuts to national best tools for creating housing that will stabilize lives, boost our local economy, and make our communities safe.
