Celebrating Achievements in Housing and Community Development

Fiscal Year 2024-25 Year End Highlights Released

November 3, 2025 – The Los Angeles County Development Authority (LACDA) is proud to celebrate the release of its Fiscal Year (FY) 2024-25 Year End Highlights (YEH). The digital publication, which serves as the agency’s annual report, provides a reflection of its annual investments in housing administration and production, community investments, and natural disaster response.

The LACDA is uniquely positioned to address an array of County needs. With a hardworking team of skilled employees, the agency serves over 10,000 property owners, 28,000 subsidized households, and maintains over 3,000 public housing units. The YEH celebrates the innovative relationships with public partners and non-profits that provide resource investments to help enrich the lives of the vulnerable individuals and families that live in housing developments the agency manages or supports.

Additionally, with the support of the Los Angeles County Board of Supervisors, and a network of participating cities, County Departments, and other public agencies, the LACDA prides itself on its history of strategic and valuable investments in Los Angeles County businesses and communities. In FY 2024-25, the agency not only celebrated the grand opening of multiple affordable housing developments located throughout the County but also coordinated an emergency response effort to assist wildfire survivors in need of housing or financial relief to keep their fire-affected businesses in operation.

Of the many FY 2024-25 highlights featured in the YEH, the LACDA was proud to spotlight the following within the By the Numbers feature: 

  • - 184 Community Development Block Grant-Funded Projects Administered
  • - 1,163 Housing Units Remediated from Lead Hazards
  • - 64 Households Assisted through the Senior Grant Program
  • - 49 First-Time Homebuyers Closed Escrow
  • - 22 New Affordable Housing Developments Received Certificates of Occupancy
  • - 22,228 Section 8 Housing Choice Vouchers Leased
  • - 435 Veterans Housed through the Veterans Affairs Supportive Housing Program
  • - 326 Families Participating in Self-Sufficiency Programming
  • - 45,754 Customer Service Interactions
  • - $16 Million in Public Housing Upgrades
  • - 4,210 Online Inquiries Received from the Public

“Our Year End Highlights provides a glimpse into how the agency navigated through new funding landscapes, responded to urgent community needs, and advanced long-term strategies that prioritize the well-being of the people and communities we serve,” said Emilio Salas, LACDA Executive Director. “Each highlight is rooted in our commitment to serving residents in support of our mission to Build Better Lives and Better Neighborhoods.”
